No, that isn’t normal, so here are a few questions to start to determine what the problem might be.

Diagnosis by phone: With the number of miles this could be many different issues,or it could be a combination of issues. Without looking at the vehicle we won’t know. Some guesses; vaccum leak, throttle cable, dirty throttle body, leaky cold start injector, or possibly a combination of issues.
Final diagnosis: Upon opening the hood the diagnosis becomes more clear. There are two springs connected on one end to a makeshift bracket and the other end connected to the throttle body end of the throttle cable. Upon further inspection the plastic cover for the throttle cable sheath had cracked and mostly peeled away. More inspection of the throttle cable shows that someone had attempted to fix the lack of a plastic sheath by covering it with a piece of fuel line.
Solution: We replaced the throttle cable and removed the makeshift bracket and extra springs. Once the old cable was removed we pulled it out of the fuel line. This reveals that only a couple of one inch sections of the plastic sheath were still covering the metal flex-tube. With the new cable in place there is smoother movement of the throttle pedal and no more high idle issues. The owner has also reported that he believes that the fuel economy has gone up. This could be a result of the ability to ease into the throttle pedal when needing to accelerate.
